Latest versions of Illustrator have an exact solution for that.
Open Align panel, and enable Align to Glyph Bounds option in the panel’s menu, for point or area text or both.
The bounding box will remain the same, but the text will now align to and by its actual bounds, just like you want.
Please comment back if it works for you.

Latest versions of Illustrator can do that.
If you have the bounding box enabled, double-click the bottom filled square handle to toggle Auto Size.
You can also do that in Area Type Options dialog.

I am glad to remind all who voted for this feature that it is now possible to set a font size as x-height or cap height with Show Font Height Options toggle enabled in Character panel menu.
Some issues still remain, yes, like, wrong size calculation if a font has rounded stems that end below baseline (https://illustrator.uservoice.com/forums/601447-illustrator-desktop-bugs/suggestions/44639661-font-height-options-misbehave-with-rounded-fonts), or inability to focus the dropdown with Tab (https://illustrator.uservoice.com/forums/601447-illustrator-desktop-bugs/suggestions/41836618-font-height-options-tab-order), or calculating font height by measuring glyphs instead of reading the actual value within the font (https://illustrator.uservoice.com/forums/601447-illustrator-desktop-bugs/suggestions/41615035-cap-height-setting-not-using-font-cap-height), but overall this is done, works, and super cool, don’t you think?

Hi Everyone,
This functionality has been shipped in June-2021 version of Illustrator.
The option "Paste without Formatting (Alt+Ctrl+V)’ has been added to the ‘Edit’ Menu.

I am happy to share that we have shipped the Bullets and Numbering in 26.4 update for Illustrator. It’s a phased rollout so you may not see 26.4 update yet but it would rollout globally in a day or two.

Starting with version 29.3, Illustrator got the 'Embed permitted fonts for file preview' option in the Illustrator Options save dialog.
Currently it’s disabled by default, because there were multiple confused complaints on the changed behavior.
When missing in your current system, fonts will render as previews in the documents that were saved with this option enabled — it 'bakes' these outlines in. When we try to edit one though, we get a warning and the font becomes substituted, as before.

However, this is not 'Convert text to outlines on open' as we requested it. The option does not provide a way to do that for all the embedded outline previews, and Ai still doesn’t allow to select these at once.
