The problem is not fixed. As reported, the latest Beta build 28.5.26 resets preferences again. Please comment if you confirm this.
An error occurred while saving the comment An error occurred while saving the comment Eric Jay Toll commentedYes, it still happens. I finally figured it out. The problem is that the location of workspaces and custom keyboards are in entirely different locations for all the Adobe Creative Cloud products.
ADOBE. CREATE A FOLDER AND SUBFOLDERS WITH THE SAME NAMES AND SAME %APP DATA\ROAMING% LOCATIONS FOR EVERY FRIGGIN' APP THAT CAN BE CUSTOMIZED.
In any event, if you can find your previous customized workspace and all, just copy it to the custom folder in the updated version. It takes less time than recreating it, but it's still an inconsiderate pain in the butt from amateur UX designers.
ADOBE .... COORDINATE YOUR DANG CREATIVE CLOUD APPS
An error occurred while saving the comment Eric Jay Toll commentedATTENTION ADOBE ENGINEERS: YEAH, THIS IS ALL CAPS BECAUSE I AM LIVID.
I spend hours customizing my workspace and keyboards. I export the customized spaces to be able to use them.
THEN WHEN ADOBE UPDATES ILLUSTRATOR, IT ERASES MY SETTINGS AND TELLS ME MY SAVED EXPORTS ARE INVALID WORKSPACE FILES.
In the update to 28.4, all custom keyboard settings disappear and cannot be recovered even from the saved workspace. The KYS files are nowhere to be found. They are not saved in any logical location.
Not in workspaces.
Not in the App Data folder under whatever indecipherable folder name where workspaces are stored. Nope. God knows where the kys files are stored.Try finding the kys files on Adobe NoHelp menu.
THIS IS REAL EASY, ENGINEERS ....
STOP ERASING SETTINGS WHEN UPGRADING. PUT IN A COMMAND TO COPY THE CUSTOM SETTINGS FROM THE OLD VERSION AND PASTE THEM INTO THE NEW VERSION.
BETTER YET, GET A NON-ENGINEER WHO HAS TO USE ILLUSTRATOR TO DEMONSTRATE HOW TO MAKE A USABLE FOLDER TREE SO PEOPLE CAN FIND WHAT THEY NEED.

The next beta build should have the fix
An error occurred while saving the comment Eric Jay Toll commentedTHIS IS THE THIRD BETA ITERATION WITH THE SAME PROBLEM
1. In the Type panel, when selecting the drop-down for font names the attached error message appears EVERY TIME either the font name or size is selected. Some of the time, it causes the app to crash.
2. The "Enter" key (CR/LF) or "Shft+Enter" (CR) do not work in any mode of the Type command. If simply editing content, such as a headline, hitting CR closes and content type box and resets the font to the Myriad default in black.
Entering paragraph content, the keys just don't work. It's not possible to enter a paragraph break at all.
This error occurs on the following four machines all running Windows 11.
Windows 11 enterprise edition Ver 21H2 Build 22000.856. Feature Pack 1000.2.22000.856.0

The solution is pushed into Global Availability build 28.6.
The Previewed Page is now the default option for the dialog.
Here is an updated Help article:https://helpx.adobe.com/illustrator/using/importing-pdf-files.html
Congratulations, folks! Took us 5.5 years to get it!

Hi Everyone,
This has been completed, and has available since June 2020 release (version 24.2)
Please go to Illustrator preferences > General > and select “Show/Hide Rulers” (refer attached screenshot). After checking this, if you hit ‘Show Rulers (Ctrl/Cmd + R)’, then the rulers will appear in every document (new and old), even after relaunching Illustrator.
Please update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html
Thank you for all the feedback.
An error occurred while saving the comment Eric Jay Toll commentedHEY ADOBE. APPARENTLY THE UX DESIGNERS ARE UNABLE TO READ A NORMAL CASE MESSAGE. THIS IS 2019. HOW ABOUT A CHECK BOX IN PREFERENCES TO TURN RULERS ON BY DEFAULT. I'M SURE THIS IS PROBABLY THE MOST COMPLEX FEATURE TO EVER BE ADDED TO ILLUSTRATOR (AND PHOTOSHOP), BUT I'M SURE THAT IF YOU CAN MAKE TRACING A FEATURE, OPACITY A FEATURE, THE LIBRARY A FEATURE, SOMEONE COULD FIGURE OUT HOW TO ADD THE RULERS ON BY DEFAULT. YES, I'M YELLING. I'M SICK OF STUPID INEFFICIENCIES REMAINING IN THE APP WHILE ULTRA COMPLEX STUFF I NEVER USE KEEPS GETTING ADDED. C'MON ALREADY. THIS FEATURE HAS BEEN IN COREL DRAW SINCE VERSION 1.0. AND THAT WAS BACK IN THE 1980S.

Adobe, here's a pro suggestion for UX:
For each of the Creative Cloud apps that can be customized, under the app's folder in %APP_DATA\ROAMING% and Mac equivalent, create a subfolder called "Customization."
Then under the Customization subfolder, create folders for the features that can be customized. Typically these are Workspace, Menu, Keyboard and sometime others.
It would look like this:
%APP_DATA\ROAMING\<Adobe Product>\Customization%
%APP_DATA\ROAMING\<Adobe Product>\Customization\Workspace%
%APP_DATA\ROAMING\<Adobe Product>\Customization\Keyboard%
%APP_DATA\ROAMING\<Adobe Product>\Customization\Menu%
I'm thinking that using AI, you could even come up with the coding.
