This is a limitation of Ai. The truncated path has 32000 points exactly, and the missing part of it just being cut open.
Even though a PDF can have more points, Ai won’t be able to read it. This is not a new bug, it’s just this particular path. You can workaround by splitting it into four chunks.
Please also upvote this request to lift the limitation.

Most people come here to vote for one specific pan they discovered.
You, K-O, upvoted more than 50! But Ai UserVoice has over 7500 bugs reported. Some of these are duplicates, some are poorly posted, without proofs or details, some are actually resolved, but even 5000 makes it 100 times more.
I bet most of these are familiar to everyday Ai users (they are for me!) ...but people just don’t care or don’t have time to vote for OTHER problems other than their-only-one-they-came-here-for :(

1. You can replicate this problem with a different document, using the different art. If it makes the same result — please share.

The thing most of times the export result is worse because of a certain combination of factors. It does not always behave like this 100% of times, that’s why test files (and the settings!) are important to have and know.An error occurred while saving the comment Export for Screens uses a different, much faster algorithm — but it has it costs. TLDR: Illustrator also copies the extended appearance of the text, and other apps treat it as an image, preferring it to text.

If you want to paste only the text contents, you should use Paste as Text commands (or similar).
Most apps have it. Excel has, but it doesn’t need it, it is smart enough to paste the text contents only by default. Google Sheets are a bit dumber, they try to preserve the appearance and paste it as an image, unless you use Paste Special > Values Only — Ctrl+Shift+V (may differ).Some apps don’t have the ability to paste text though.
Windows 10 does not have this option from the box, so they have in as a PowerToys plugin:

An error occurred while saving the comment Actually, Illustrator allows this today, but not as requested.
The last selected point is considered to be a 'key' point, and all points selected previously will be aligned to this key point, using normal Align commands, like the attached image shows.This won’t be possible if you select all of the points of an object — in this case Ai will treat it as a whole object and not a collection of selected points.

An error occurred while saving the comment Ryan, this seems to be a Type 1 font (judging by 23 screenshot). You hide file extensions, and these could have helped to tell for sure.
Adobe ceased to support this font format, starting with 23 of January: https://helpx.adobe.com/fonts/kb/postscript-type-1-fonts-end-of-support.html
So it just shouldn’t work at all and I have no idea how it worked for you before 28.6. Perhaps you had 27.2 or earlier?Either way — won’t be fixed. You’d have to get an OpenType version of Helvetica, replace the font with Find Font, and resave the doc.
Another solution would be to downgrade back, but it’s a dead end. Although Some still use CS6! -

An error occurred while saving the comment Even though both Ai and Ps have 'layers', they are treated rather differently.
What Photoshop has stored in Layers, Ai has in Object and Select (since Ai doesn’t have pixel-based selections).
So there is almost nothing to put into separate menu... Some few unique commands are accessible only from the Layers panel’s flyout menu, and some wish to be able to assign hotkeys to then (like the 'Locate' command, asked here: http://illustrator.uservoice.com/forums/333657/suggestions/34798945) — but again, moving other commands, like Lock and Hide, would be a gigantic change. Thousands of tutorials would expire, many workflows affected, muscle memory trashed...Ai and Ps are deceptively similar. I personally am sure that pushing them into a each other would harm more than help.
However, this in an interesting idea... let’s see if others like it. -

A current 'workaround' is to disable Transform Tools option in Preferences > Smart Guides. This removes the 'uniform' guide, making the smart guides less useful, but it stops it from jittering.

If this issue still happens for you, please share a PNG image that Ai fail to place. You can do this directly in the comment or send it over to sharewithai@adobe.com if you are not allowed to share it publicly.
There is a separate report on failing specifically with 1-bit PNGs you can upvote also, if it’s your case.
An error occurred while saving the comment @hofmann-kinzl christian, I really don’t have Place problems with any of PNGs I place daily, except for 1-bit ones (reported separately).
That’s why I asked if anyone who reported this still have this problem.Some issues are far more older than this one, and it surely does not mean they shouldn’t get fixed.
You reported 1 problem, I reported 141. I don’t try to compete with anything here, either time or quantity... Fast response is always good, but if one can’t provide an example PNG that fails (and nobody in this topic did it so far) — the issue won’t get solved, and this is the only thing I care about — making Ai better, since I use it 10 hours a day.
So... do YOU still have the problem? -

An error occurred while saving the comment New Beta Build 28.8.0.43 (available in CCD) now allows Gradient Detection.
You can control the strength of gradient detection through the 'Gradient' slider in Image Trace panel. Having the slider to the extreme left ('None') will trace the image without detecting gradients. Gradually moving the slider to the right will adjust Image Trace sensitivity towards detecting gradients.
There are some known limitations right now which we are going to fix in future builds:
— Transparency support in CMYK images is going under some overhaul to fix issues and might give unexpected colors in background.
— Ignore Color functionality does not work when gradients are detected.Please give this feature a try and share your feedback in comments.

This most probably happens because of the 'Select and Unlock objects on canvas' option being enabled in Preferences > Selection & Anchor Display section.
It allows to 'select' and unlock all or chosen objects directly on canvas. If you wish to have this option split into two — one for unlock widgets and one for having an ability to 'select' locked objects — please upvote a corresponding feature request here: http://illustrator.uservoice.com/forums/333657/suggestions/48753221

The name is 'SELECT and Unlock', so it means these will get selected when clicked... 'selecting' several locked object allows then to right-click and choose Unlock > All in Selection, or a specific object even.
So it’s either this functionality or click-to-select-under :/But perhaps this can be split into two options, one for having unlock widgets and another one (dependent on the parent option) — to allow selection.

Do you? When it’s disabled, Illustrator allows to select object behind locked one just fine.

I’ve seen enough of unlikely coincidences here and erroneous conclusions to believe this can be just really first time you have a path like this, with these many spikes.
At the same hand, I can be totally wrong with my own assumption! :)
So let’s test it.
I launched several older versions of Illustrator: CC2020, СС2017, CS6...
All of these treat your PDF in the same exact manner — see just one screenshot of many attempts attached, they all look identical.
I searched web for 'Illustrator 32000 points' (there are plenty of cases) and asked a friend who develops for Ai — he told me this limitation indeed is nothing new and was there since the very first Ai release.
I am trying to elevate this. to see if the limit is obsolete now and can be lifted.
