There is a core problem that results in these changed values:

The team is now aware of it.

@mikey_likes_it, can you check Preferences > Type: Size/Leading, Tracking, Baseline Shift? What are these values? Are they something like 0.1 and 0?

@RokeJulianLockhart, they seem similar, but the technical foundation differs.
There’s the canvas limit, and there’s an artboard size limit. Infinite canvas is more about placing infinite amount of artboards with finite sizes. Removing canvas limit is now a mess of different things: some users mean the canvas as well, but others need just larger artboards. Both threads (and more) are watched, all the comments get read.

There in an interesting counter-request, to have a smaller canvas:

    It is limited to 16383px.
    Use scaling—0.75×0.22m.
Vote here for making canvas bigger:

Please share the original .ai document you used to export and SVG, the screenshot of settings used, the resulting SVG file.
If you can’t share them here publicly, please send them to sharewithai@adobe.com (please also add the link to this report for tracking back to it — http://illustrator.uservoice.com/forums/601447/suggestions/50361198).

It explains it, yeah. Even though you never said how large your blurred objects — I mean length units. It matters. The file size of links in MB matters less.
I can imagine Photoshop would start to choke with this amount of smart objects too, with live gaussian blur applied, given the 300 ppi resolution!
300 is way to much for drafting in most cases. Try to set a smaller value, just to see the differences in the quality and the calculation speed. Even though the team recently made some changes to make blur faster, to use multiple threads of a processor, it’s not magic, and Gaussian Blur, being simple, is actually a very heavy and ineffective algorithm in its core.

I can explain the file size problem as well. When you save, Ai enables the Create PDF Compatibility File option. And it basically writes the full PDF copy each time you save. And the more images you put into the document, and the more blur you add, the slower the saving process. This option is useful for recovery purposes (if the native PGF format Ai uses fails, Ai can try to import the PDF part of the document). Also this allows for the document to be placed into Photoshop or InDesign — they read this PDF portion only... but for drafting purposes it’s BAD. It takes up space, it takes the time... Try to Save As, disable the option, and see if the time and size change.

If possible, having a look into the actual file would help the team to iterate more on the performance. If you are OK with it — please collect it all using File > Package, and send the link to the zipped folder to sharewithai@adobe.com — please also mention the link to this report, so they can track it back — http://illustrator.uservoice.com/forums/601447/suggestions/50355072

In any case, please comment back if changing the compatibility option and changing the resolution do anything.

Nikki, how large is the object you apply the blur to? Please share the dimensions.
How large is the resolution for raster effects the document uses (Effect > Document Raster Effects Settings)?
How do you try to edit the effect specifically? —please provide steps or record a short video.

Oh, interesting... Do you mean you have more decimal space, or you just get fractional values?
Can you record this on video, please?
Does the file stay corrupted like this when you close and relaunch Ai?
Can you share your full hardware and software specifications?

Fabrice, actually it’s an equivalent to resetting Preferences.
When Ai can’t find the folder, it builds one anew. Basically the same thing Ai does when the button in UI is pressed....

Fabrice, GA 29.7 is not there in CCD for me, but when I check this in Beta 29.8 — it works :/
Please go to Edit > Keyboard Shortcuts and check if these commands do have assigned shortcuts at all, under Menu Commands > Other Text specifically.
What happens if you change the current Set of hotkeys to another, your custom one (if you had one) to Illustrator Defaults?
    Please help to investigate this.

    Kris, I am seeing differences.
I can’t reproduce your bug, but I can still do mine.
Mine requires fiddling with a slider, yours is just about tabbing.
The problem I ahve is with the dropdown Color only, yours is about the full panel.
    They are definitely relatives!

What build are you using today?

I mean I don’t have an example I can demonstrate to showcase how essential this is.
The team has in mind the perpendicular snap, but so far it’s not there in Beta. Perhaps it can happen soon. Meanwhile — I use the Astute Graphics Perpendicular Line Tool plugin each day, really.

Yes, before CS4 Document Setup had Width and Height there.
But switching to Artboard Tool with Shift+O (which is even shorter than Cmd+Opt+P) should display the artboard size in either Control or Properties panels. Add Enter after this — and you get the Artboard Options dialog, with Width and Height right there. Very similar to how it looked back then.
This is fast, easy to get used to (I had the same problem as you) and doesn’t need a new modal behavior you propose.

@del, they do when I check the behavior. I tried scaling a group with a hidden object with just bounding box, with dedicated Scale tool, transform it using Transform and other panels... in all cases the hidden object gets affected.

But there’s an important aspect you should know when trying, and Layers panel is there to help you.
    Here’s a simple demo.
When you hide a child in Layers, Ai automatically excludes it from your selection — the square selection marker indicates this. So, if you scale the group after this, the red circles gets omitted.
But if you select a group with a hidden object (or click the circular target marker immediately after hiding a child, even though it’s not its intended purpose) — the hidden red object gets included.

How does it behave for you?

Helina, does it happen in Beta (you posted in the Beta branch), or in the general 29.7.1 build?
Does zooming in/out removes the ghost parts? Panning?
Does it change if you disable GPU Preview from View menu (Ctrl+E hotkey by default)?
What is you hardware, GPU specifically?

Exactly! I was sure I reported this... perhaps just mentioned elsewhere.
I learnt to workaround even — to create a dummy object, Select Inverse (to select everything but the dummy), Rasterize, Select Inverse again and delete the dummy. This is quite stupid, I know.

    Makes it, yes.
There is an existing request that intersects with this one in a sense:
Make option to generate compound paths instead of groups when text is outlined
    http://illustrator.uservoice.com/forums/333657/suggestions/33627964

The problem is that groups are ignored completely when a document is imported from PDF. Compounds allow to deal with theses outlined arrays better, because they are treated as a single entity.

Tom-Kenneth, there are several ways to solve this task at the moment.
    1. If you select a text object and run Object > Flatten Transparency with a default settings, Ai will break the text into lines.
    2. If you need something like words, or individual letters VectorFirstAid paid plugin from Astute Graphics allows that.
    3. Free scripts that do the same, but perhaps less reliable in some cases

There is general feature request you might want to upvote instead:
Break apart blocks of text into separate text objects: by lines, words, characters, outlines
