The team says it’s fixed in Prerelease build 29.6.191.
The fix is now scheduled to be pushed into the upcoming general release. If you are a part of the PR program, please check if it works.

I use right click to make Clipping Masks. I can't reproduce it right now (of course), but often it will happen repeatedly after making different clipping masks in the same file. I usually have tons of apps open at the same time, InDesign, Photoshop, Acrobat, Chrome... Next time I come across it I'll get a screen capture video and try to close some apps.

The day has come. The latest 30.5.0.102 Beta adds Align To and Distribute Spacing commands into the Object menu.
These also work in actions, can get hotkeys assigned.
A shy message gets displayed when Align To mode is toggled to be sure it’s switched, and the Distribute Spacing dialog allows the set the gap value with the Preview option.
This is a lot, and it now completes the original request.

Same issue Illustrator 28.7.1 on Apple iMac (Apple M1) macOS Sonoma 14.6.1. Been broken for several updates now.

You can kind of see something going on in this video, often though it is the actual cursor moving.
