It is possible now to set up a custom scale in Ai Beta 28.4.0.2.
In Dimension Tool Options dialog open the Scale dropdown and choose custom to get the Custom Scale dialog.
It works for decimal scales only, like 1:12 or 1:15, but not for Imperial scales like 1/16"
Please try it and comment back.

The Beta 28.4.0.7 now create live dimension objects, that track and follow the changes to the measured objects: resizing, rotating, moving...
As for now, moving only dimension breaks the link and expands the dimension (hopefully will change, and break the link only).
Moving an object with its related dimension currently expand the dimension as well (hopefully won’t do it either).
Please test the change and share feedback — it helps a lot!

The team has been investigating this problem in-house, and so far fails to find the exact steps required to make this happen. Seems to be either file- or machine-specific.
Please provide your full specs and try to come up with exact steps that lead to this.
A test file and a test video will surely help!

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 22.1.

I'm on Windows 10 at work (22H2) running on an i7-4790, 16GB RAM, GTX 745 graphics card with latest drivers, 512GB SSD. Had the same problem at home running Windows 11 on an i7-9700, 32GB RAM, RTX-3060 graphics card, 1TB SSD.
There's really no specific step, or more likely I haven't found a pattern yet. Sometimes I just open a document with several portrait artboards, zoom out to see them all, and suddenly one of them just flips orientation to landscape. Other times, I'm already working with a document for some time and the artboard I'm currently working on just flips to landscape.
It's like Illustrator was reverting to some default artboard orientation (portrait to landscape for most of my 1080x1920px artboards) but I haven't found what triggers it yet.
