After going back to recreate this again and look at the problem in a few ways I do think you are right that this is intended behavior, albeit a little janky.
I think having a way to refresh your harmony panel when selecting an object without using Recolor Artwork would make a lot of sense. If you can imagine not knowing that workflow, that is why I thought it was a bug.
I will point out the color book bug reported on 30.7 is also present in the color guide: if referencing a swatch book in the color guide, all shades will be turned to 50% gray

Also experiencing this on MacOS, Tahoe 26.5.1, Illustrator 30.7
Only Color Books and custom swatches added are affected. Behavior is as OP described. After selecting any color book (I tested all), the new color will be 50% black for all current colors.
Interestingly, these are the only .acb or .acbl swatches installed, all other swatches are .ase and currently function as normal. This might be related to the issue.

Another unnecessary addition pushing useless AI features to people that don't want them.. This feature exists in Photoshop already. Why do you need to add it to Illustrator? I would rather expand an image in photoshop and switch to Illustrator while PS works in the background. Now If i want the "convenience" of expanding an image in Illustrator, I get to interrupt my entire workflow and wait for it to finish. Genius.

Haha sure, you can convert it to a question as it's "resolved".
I think had the helpx page explain the process of the Color Guide tool better, I may not have assumed this is a bug. It seems that a lot of Adobe Help pages are more conservative in their information.
