1. Create a custom swatch palette by saving your swatch palette (see Options). You can then select it in the drop-down menu, near the very bottom of the list, "Open Swatch Library / User Defined")
2. Create a "source" file with all your palettes and settings as you want them and save that file in a convenient place. Then just open that file and do a Save As to start your project with your color settings.

An error occurred while saving the comment Russ commentedPerhaps pulling it out into its own tool palette will help? (Click the tiny triangle in the vertical space at the very right edge of the pop-up menu of the icon to create its own palette).
I create custom tool bars this way. -

Illustrator has been progressively sluggish for some time now for a multitude of reasons, with no apparent fix in sight, unfortunately. This has been a recurring complaint with many Adobe apps, not just illustrator. -

We have done further updates to Dimension tool with recently released version - 28.3
You can create and use your custom scale for dimension, hide or show units on dimensions and dimensions are now sticky to the object - they transform as well when you transform the object.

1. Vector Scribe, by Astute Graphics, is a plug-in that will do what you are requesting.
2. The Measure Tool is hidden beneath the Eyedropper Tool in the Tools palette.
3. To show your clients a certain measurement in your drawing (printed) you will need to manually add them. -

This option already exists in Illustrator, in Preferences > General, although the name of it is quite obscure — Show/Hide Rulers. Once it’s enabled, each new or opened document will have rulers enabled.

To view Distribution options, you have to choose Show Options from the Align panel’s menu

Excited to share that the requested functionality is now available in the public builds starting from V 28.3.0.
WIth the new Enclosed Mode, you can now select ONLY those objects which are completely INSIDE the marquee.
To activate the Enclosed Mode, just press 'E' ONCE after you start doing the marquee with the Normal Selection Tool or Group Selection tool.
Please note that,
1. The button E acts as a toggle, which means you just have to press E once, to get into or out of the enclosed mode.
2. You have to press E only after doing the marquee, pressing E in empty canvas will invoke the Free Transform tool or the tool the shortcut 'E' is assigned to.
We made a lot of effort in building this capability, so please try it out and let us what you all think!

Illustrator allows for this to some degree.
Create a custom tool bar by selecting (from top nav): Window / Tools / New Tools Panel...
