The latest Beta 28.8.0.37 now has this function back.
You can enable the mode using a button in Control Panel or in Properties, with the Artboard tool picked.
The option automatically enables Scale Strokes & Effects option temporarily.
As always, you can hold Shift to resize proportionally.
Please test it and comment back!

An error occurred while saving the comment Andy Q commented"That's kind of absurd reasoning" - I agree, but I can't for the life of me think of another reason why AI, after decades of development, doesn't have such a simple and useful feature, when almost any other vector graphics application does. ****, I've even used video editing and FX software that lets you vertically align text in regions.
An error occurred while saving the comment Andy Q commentedAdobe haven't responded to this as I presume their strategy is to keep some features unique to InDesign to try and make people use that for text layout work. However there are some jobs, like drawing infographics, charts & diagrams, in which vertically text alignment can be pretty critical, and which are much better suited to AI than ID. I've given up caring about this though - I'm moving to Corel & Affinity and just keeping AI to accept files from other sources.
An error occurred while saving the comment Andy Q commentedI just took the plunge and bought all three Affinity applications, on sale now for only AU$62.99 each, perpetual licences and easy to learn as they're not too dissimilar to the Adobe apps. Vertical alignment is now mine! (and admittedly quite a few application bugs, but I'm allowing them some leeway as I've already received one bug-fix update after a week)

An error occurred while saving the comment Andy Q commentedCopy/Paste is erratic when using a Wacom tablet, and has been for all Illustrator versions that I recall (definitely from CS6 onwards), that's on Win 7 Pro. I don't think I've experienced the problem if using a mouse (which I plugged in only for testing purposes, I don't otherwise use a mouse). The symptoms seem the same; you can "copy" objects but not paste them back into illustrator documents, either the same document or another.

It is kinda useless without snapping. It should also be persistent, with a an option to reset/re-centre it.
