I’m having the same issue in every Adobe app for years. Every other app interprets pan/zoom/scroll correctly.
The ‘solution’ with mapping scroll instead of scroll/pan mentioned in similar requests isn’t a solution at all, as it only allows scrolling, not panning and zooming.
Also, zooming with CMD held is confusing—you have to move the pen left and right instead of up and down.

81 votesAccording to Abhishek Rao here, disabling 'Export in Background' in Preferences > File Handling helps to workaround the problem (until the actual fix). Make sure you enable 'Art Optimized (Supersampling)' as an anti-aliasing option in Export for Screens settings as well.

So it’s obviously not fixed, and we all know it.
While the cursor gets changes into the horizontal/vertical two-headed arrow, the center handles for the bounding box indeed don’t appear, if the width/height of the art (here just an orthogonal line) is small enough.
Please continue to share you thought, screenshots, GIFs. It’s time to re-review this again.

In every other app, like Figma or Blender with the same settings zoom, scroll, and pan correctly. In Adobe apps, the pan function inexplicably behaves like pressing Space. So when you try to zoom, it doesn’t zoom properly; when you need to scroll, it inserts spaces into file names or triggers Quick Look.
