Hi Everyone,
We have fixed this bug in our latest release – v 24.2.1 which is available worldwide now. Thanks for your patience on this.
Please note that after upgrading you might still see that Align To sets itself to Align to Key Object. If you see this, please manually set the Align To to the required setting, and this reported bug will not happen again. You’ll need to this one time only.
The reason Align To might get set to Key Object after update is because Ai remembers your last Align To on subsequent launches as well. So, if your last Align To was Key Object before quitting/upgrading, after first multi-selection, it will set itself to Key Object. After you manually change it one-time, it will work fine.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

As you probably know, Illustrator today allows to change this behavior with a dedicated option in Preferences > Selection & Anchor Display section.
However, it’s not that accessible, especially when you are already move and copy your artboards.
If you wish this option to be more exposed, consider upvoting this request: Display Move Locked and Hidden Artwork with Artboard option in Control panel and Properties while using Artboard tool / mode
An error occurred while saving the comment Steve Mulvey commentedIn the past, I could lock a layer or an object, move an artboard, and the locked items would stay where they were (i.e. locked).
This no longer seems to be the case.
I am aware of the workaround of where I can untick the checkbox in Properties labelled "Move Artwork with Artboard", but frankly this is not helpful in my workflow.
I often need to move and duplicate items on just one layer without items from a second layer moving with it.
This seems like a massive step backwards, and is causing significant problems to me.
Surely a more helpful checkbox in Properties would be "Honour locked items when moving"

The low res preview shows up in the document, but when I overprint preview everything is blank - which is exactly what comes out of the imagesetter.
Not sure if this problem lies with Illustrator 2018 or Photoshop 2018, as both were updated at the same time.
I too am having this exact same issue since upgrading to the 2019 software.
I am using MacOS Mojave 10.14.1
