We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.

We have seen this issue specific to macOS 10.15. Enabling “Screen Recording” access right to Illustrator resolved this issue.
You can change this setting by going to Apple > System Preferences > Security & Privacy > Screen Recording and add Illustrator Application.

Overall issue of shortcut keys not working in Save As dialog is fixed in Illustrator version 24.0.1

this is fixed in illustrator, however I can still not copy something outside of illustrator and paste it into the save as document

I am having the same issue!
When trying to sample a colour from a different window (Other than illustrator) using the eye dropper tool it samples different colours than what its been selected
