We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.2

You can now select multiple layers in Layers panel. Click the bars (they get highlighted blue) if you want to operate layers and not their content (e.g. to drag to reorder) or click their markers to select their content — circle (target ones) or square (selection ones) next to them. There is no real difference which to pick, but if you want to select a range of layers, using Shift, use target markers.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

I'm on CC19 Illustrator 23.0.1 with Wacom 6.3.32-2 driver with Intuos Pro on Mac Pro OS X 10.14.2 (18C54) and the problem still persists.
As I posted on Adobe Forum:
The selection tool starts rotating the object when you bring the cursor within 22 pixels of a selection handle, while it shows the rotation cursor only at 10 pixels away from that selection handle. With mouse the action and cursor are at 10 pixels, like it should be.Karel Schoonejans supported this idea ·
It's extremely frustrating and makes working with handles in Illustrator almost impossible. I tried both mouse and Wacom pen.
I took a screenshot. I've set the handles to the biggest size and even when I click inside of them, I get a selection marque in stead of moving the handle.
