I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

Is this specific to some file?

Mouse response too slow to use Illustrator. Clicking on the file menu causes a 5-second delay to open it. By the time 3 seconds have passed, the user clicks again. By the time Illustrator catches up, the menu is opened, then closed from the two clicks. UNUSABLE! The product should be shut down and users should be getting a refund or Adobe should face a class action lawsuit. Worst business decision EVER to move this app to the cloud and take away the desktop version in the process!
