This is an issue I have to work around many times every single day by making sure to hide layers that are disabled for print before exporting. An option in the export for screens window to enable / disable including non-printing layers would be extremely helpful.

Beta 29.1.0.93 now has Flick Pan option, enabled by default, located in Preferences > Performance.
At the moment it works only for trackpad and Hand tool, not for middle-mouse pan or Spacebar pan.
Please try it and comment back.

Like other commenters have said, you can open a multi-page PDF with Illustrator and then select the option to "Import PDF pages as links". Check out the attached screenshot of the dialogue showing this option. And then you can copy those linked pages to any other document.
However, there are two major bugs with this workflow.
1) The crop setting changes when pasted into another document. If the pages originally included bleed, the pasted linked will not have the bleed. Or if there is empty space around the contents of the page, the empty space will be cropped out.
2) The pasted object is scaled differently as well when the crop setting is changed.
These issues make this workflow nearly unusable for me.

This functionality is available in our latest release build – 27.6.1.
Color Model selection for JPG is available in Export For Screens -> Advanced settings. Illustrator will allow you to choose - RGB, CMYK or Grayscale color model.

Unfortunately, Illustrator forgets that it was set to export to RGB whenever it is closed so I've created a new issue to document the bug:

As of August 21, 2019, Export for Screens still only saves files in the same profile as the document, no option to export the RGB files from a CMYK document.
I need to save CMYK designs that will eventually be printed as RGB files to make digital mockups numerous times before the end result. For some projects this must be done multiple times every day across a number of artboards worth of designs (putting exhibit design elements into 3D models of the exhibits). So saving out to RGB files would save a lot of extra effort to convert the files as a secondary step outside Illustrator.
