Not sure if you figured this out yet, but a Chrome extension was over-riding the Shift+Ctrl+L shortcut. For anyone else that happens upon this post, I would suggest going to chrome://extensions/shortcuts and seeing if you have an extension conflicting with your Adobe shortcuts.
The best part about all this was me ALSO resetting my preferences AND reinstalling Illustrator for no apparent gain.

Hi Everyone,
This functionality has been shipped in June-2021 version of Illustrator.
The option "Paste without Formatting (Alt+Ctrl+V)’ has been added to the ‘Edit’ Menu.

Ok, I want in on this. Just Alt+Tabbed from editing white wispy lines in isolation mode. Now I'm an advocate for Dark Isolation Mode.

A QoL improvement for the Links panel (along with other less feature-rich panels) would be HUGE right now.
We work off cloud storage, so when shared projects are passed around, the relative links always change paths. Being able to right click on the file name in the Link Info section to add it to the clipboard (for example) would be a bare minimum start to help folks search for assets locally/online.
Come on Illustrator team, this one isn't super tough; just pass that string to memory so we can paste it elsewhere. Help us applaud your releases again, add this task to your kanbans, assign it to your success-hungry interns.
Looking forward to seeing this feature before your 27.0 release!
