The file is a SVG from a Linux icon pack called Papirus. You can find the original here:

There is no AI file because I didn't create the icon.
When you are trying to reproduce this, are you closing and then re-opening Illustrator before saving?
The decimal spaces / precision value is kept for me only after first setting the decimal places when opening IL. It does not save the decimal places value after re-opening illustrator.
Should it? If so, how can I fix this?

Just a general status update. We are currently and will continuously improve SVG import support in Adobe Illustrator. We are currently working on solving the issues mentioned in this report. Please feel free to open new bug reports here on uservoice if you are experiencing additional/untracked issues.

The latest Beta build 29.0.0.9 now allows us to create a gradient from selected swatches, using two ways:
- Select swatches you need (use Cmd/Ctrl to select several) and drag-n-drop them onto the gradient strip in Gradient panel.
- Select swatches you need and choose the new 'Gradient from Swatches Selection' command from the Swatches panel’s flyout menu.
In both cases new gradient stops will be spread uniformly, using the current order of swatches in the panel (not the order of selection).
If you have artwork selected in the document while doing this, the gradient will be automatically applied to it.

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.

The most recent version finally has the Object > Distribute menu added.
Now both Align and Distribute commands can be accessed via menu and have assigned keyboards shortcuts to them.
The order of the commands though seemingly matches the one the panel has: horizontal first for Align and vertical first for Distribute. Also, Align To and Distribute Spacing commands are still missing in top menus, so please keep voting here to make them added too.

For me, the decimal precision value entered into the "Export As..." window survived a full restart of Illustrator. However, "save" and "save as" all revert back to 1 after the full restart.
So, it appears I can confirm the same behavior you have now.
I created a video of me opening the file and saving it back via "Ctrl+S". I do this twice in the video showing rounding error distortions that occur due to the lack of precision.

It would be a dream if this issue could be addressed in a future update.
