Scaling of GRAPH object using bounding box or transform panel is not allowed in earlier versions also.
Therefore I am moving the thread to Feature Request.Workaround: Using the menu Object >> Transform the Graph object can be transformed.

Related to this: it doesn't seem possible to use the Align panel to manipulate graphs.

Hi Everyone,
All the effect checkboxes have now been set to ON by default, and are sticky (meaning that if you disable preview, on next launch of Illustrator preview will remain disabled). This functionality now is available in our latest release build – 24.1.1 for Win and 24.1 for Mac which is available worldwide now.
We are working on making all remaining preview check-boxes sticky. Will update this thread when done!

+1 It would be great to be able to grid layouts like InDesign, especially to lay out type. InDesign is great for this, but sometimes its tendency towards print design is not necessary. Also, having the more advanced vector graphics editing in Illustrator for these types of layouts would be great, without having to import or link these vectors into InDesign.
