Scale tool bug with Shift+Alt

Press Shift+Alt
Click anywhere on the work area
This sends illustrator nuts: the scaling cursor doesn't stick to the place you click, nor it goes away. No other tool is selectable, no action can be taken. After minutes (actual minutes) the scaling tool popup window appears, then you can close it and go on with the work.
I know this tool is not supposed to do anything with Shift+Alt+click but often I keep those keys by mistake. This would be easily solved with an exception catch and an error message as many other tools have for mispressed keys.
Windows 10 / CC2019 (been seeing this issue in 2018 and 2017 too)

Really annoying problem, have to close down and restart Ai every time this happens.
