What can we fix in Illustrator (desktop)? Vote or report a bug.

tool tips pop up

Using windows 10 on dell xps15. tool tips pop up appears and then i cant make it go away.. i've disabled the tool tips in the preferences menu but it hasnt made any difference. Is this a bug or something to do with my system?
