Illustrator CC 2019 Crashes on Open / Create

Windows 10, could not open files or create new in Illustrator CC 2019 but CS6 was fine.

Updated Illustrator CC - same issue.
Uninstall / clear prefs / reinstall - same issue.

I JUST updated my printer driver a couple of days ago because I was having printer issues. I hadn't opened Illustrator since then. I uninstalled my printer and voila! Illustrator will open / create files now.

Re-installed the printer and Illustrator CC 2019 appears to be behaving now. I will come update this if it doesn't. I wanted to have this up in case someone else has this issue, they know what to try next.
