Scroll on hover over unselected tools or library panels not working in 2020 release.
Prior to the 2020 release of Illustrator, when I was working in a document (with my various tools panels and CC Library panel docked to the side of the page) I could have my artboard/artwork selected and hover my mouse over a tools pane or library and scroll to see my options (without clicking to select that pane.) Now it doesn't seem to work anymore. I have to click on whichever tools pane or the library pane to activate it before I can begin scrolling through the options. It may not seem like much of a bug, but it actually has a significant impact on the speed at which I'm able to navigate the app while I'm working.
Please fix. :(

I have a bunch of plugins, so there are a lot of tool panels. In my workflow, the panels are collapsed and shown as an icon list. Because there are many of them, they don't fit the screen height as a list. The only option to scroll the list up and down is by dragging the scroll slider - it's a slow and uncomfortable process. I wish to scroll the panels list just by hovering the mouse cursor over the collapsed panels list and scrolling the mouse wheel. Currently, Illustrator, by default, is panning (scrolling the artwork) instead of scrolling the tool panels list. I am sure that all users would benefit if the default behavior were changed.
