I am happy to share that we have fixed this bug in our latest release – 25.2 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.
You can update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html
Thank you for all the feedback. Keep it coming!

The latest Beta 28.8.0.37 now has this function back.
You can enable the mode using a button in Control Panel or in Properties, with the Artboard tool picked.
The option automatically enables Scale Strokes & Effects option temporarily.
As always, you can hold Shift to resize proportionally.
Please test it and comment back!
An error occurred while saving the comment Anonymous commentedHi Neeraj;
3) is most important, followed closely by 4) .
1) less so - perhaps it should be a preferences option?
2) seems niche to me. Nice to have, if you happen to be switching tons of artboards between known sizes. But this is by no means the general use scenario which absolutely 3) is. -

An error occurred while saving the comment Anonymous commentedWhat does the cloud give me that I couldn't get by, say, just downloading apps from the website?
It seems like a fair question to me because right now, besides CC libraries, the answer is /nothing much/!
Surely the ENTIRE POINT of a cloud based system is consistency accross instalations! Without that, it's just teasing.
So yeah... cloud-sync user profiles for a bespoke environment. Seems like a no-brainer to me. I've just re-installed illustrator and am freshly reminded just how many pre-sets, preferences, shortcuts etc. I've got to set up a-fresh, and can't quite believe Adobe haven't got round to looking at this yet :(
Thanks Egor - so I guess this request should be to make the keyboard shortcut commands for "Increase Diameter" and "Decrease Diameter" work correctly will all tools that have variable scale.
