fix the Layers palette; modernize it.
The layers Palette in Illustrator Predates most Design apps out there. Because of that, many of its behaviors are critically out dated and in great need of a top - bottom update.

1. Selection tracking should be unified. Selecting in the Layers palette should ALSO select the elements in the document. Throw away the confusing 2nd step there.naming. make it more flexible. Paste Remembers Layers: Keyboard Shortcut and Visual Indicator
I would like to see a toggle option for "Paste Remembers Layers" I switch frequently between having it on and off and it would be nice to have a visual cue - and toggle button - to facilitate easier working between modes.

Layers in Actions
When creating a custom Action, I would like to be able to switch off specific layers as art of that Action. At the moment, this is not possible, but adding this feature would speed up my daily workflow - and the workflow of all of my colleagues. Please consider it!

Sometimes when I use the Shift (m) tool, I get duplicate layers. Is there a tool to only select the top layers and delete bottom layers?
Sometimes when using the shift (m) tool, I delete out centers of objects, and then it creates multiple layers as duplicates. I must put a stroke on the top layer so that It can be cut out by my plotter. Well if there are duplicate layers, then all the layers get the same stroke, and then my plotter cuts multiple cut lines. Is there a tool to only highlight the top showing layers, and delete any duplicate layers underneath?

link panel shows what layer the (missing) link is on and/or makes 'go to link' work on hidden layers too.
When links are missing that are on a hidden layer there is no way to easily spot them and check on in multilayered files. Since the GoToLink function only works on active layers, there is no other way but showing ALL layers and then using this function, remembering the layer and then hide the layers again; a painstaking procedure with large multilayered files. Would be nice if the link panel would simply state on which layer the missing link resides. Or make the GoToLink function automatically make the appropriate layer visible, like when pasting onto a hidden layer with…

Support for Layers in CC Libraries
Dragging a graphic into Libraries and then using it in After effects is great BUT if when you dragged it into AE the named layers remained in tact it would be very useful.
Also nested Illustrator files (in an illustrator document) could open up in after effects as comps that you drill into to access layers. It would save a lot of set up time. Thanks :-)

An option to ignore locked layers with the eyedropper tool
At the moment, if you have a locked layer above the layer you are working in, the eyedropper tool selects colors and properties of the top layer - the locked layer - instead of the (unlocked) layer you are working on.
This causes frustration as every time you want to eyedrops something, you have to make a bunch of layers invisible first.
If an option could be added to the eyedropper tool, such as "ignore locked layers", this problem would be gone completely and working with Illustrator would be a lot smoother and faster.

Transparency Masks should appear in layers panel like Clipping Masks
I like how Clipping Masks show up in the Layers panel as a "<Clip Group>", which you can expand to see the object being used as the mask and the object being masked. However, Transparency Masks do not show up at all in the Layers panel; you have to remember to open up the Transparency panel to see and interact with them. In a document with a mix of Clipping Masks and Transparency Masks, this is really confusing and makes the Transparency Masks easy to forget about. Make renaming layers consistent across Adobe applications.
Currently, the process of renaming layers in Adobe's apps is inconsistent and misleading for new users. It provides a frustrating experience when working in several apps simultaneously. To rename a layer, users need to perform different actions in Photoshop, Illustrator, and After Effects
Please, fix this issue. A universal solution (a shortcut) should exist to rename layers in all Adobe apps.

Ability to export to PSD but retain folders and layers
Ability to export to PSD but retain folders and layers. Critical for taking artwork prepared for Character Animator from Illustrator to Photoshop in order to use tools such as puppet warp to create easy frame by frame animations.

Dragging layers between documents like Photoshop!
I find it bizarre that you can't drag multiple layers between documents, like in Photoshop. I can only copy and paste in to a new document, which combines everything as one layer, which I then have to go through separating all the objects again. This is such a time sink!

Rearrange expanded layers without collapsing
When a layer has sublayers and/or it is expanded, it is currently impossible to drag a new layer below the expanded layer without collapsing it because the new layer is automatically made a sublayer of that expanded layer. The opposite works - new layers can be placed above even when not collapsed. Being able to see desired sublayers or content and arrange in both directions would be ideal.

Rename artboards and layers easily
Please develop a method to easily rename artboards and layers. An option to switch between layers by pressing tab would be great. An option to find and replace text in artboard names would be perfect.
At the moment renaming artboards is a time consuming process because you have to doubleclick every artboard separately and enter text.1 vote -
Lock/hide artboard
Artboards may contain different objects from different layers... There is no easy way to lock/hide/select all the layers on specific artboard.
It will be a nice Idea to lock/hide/select all layers/objects based on the artboard.
I wish I can do these operation in artboard panel and this feature may lead me to ask why not to Filter Layers by artboard in the Layers panel?!!7 votes -
Allow dragging multiple selected layers from one file to another
Allow dragging multiple selected layers from one Illustrator file to another (as in Photoshop) w/o exporting them or needing to depend on Paste Remember Layers, but let the drag behavior drop the layered artwork into the other file with a Paste in Place feature.

Select items in Layers in sync with objects on canvas
We have to work with a strange legacy dichotomy when making a selection in Layers is NOT equal to making a selection on canvas and vice versa.
No other vector application does it like this:
XD, Affinity Designer, Corel Draw, Figma, Xara, Inkscape...Other apps which have layered structures don’t do this also:
Photoshop, Blender, 3DS Max...InDesign and Illustrator are lonely black sheep in the flock of apps.
We need a mode (as an option) to be able to sync both selection methods.
Clicking an object on canvas should highlight the name of it in Layers.

Layers panel dimensions dynamically resize, or have tools cling to bottom of layers list
When I open a layer, the layer list is quite long so I need a tall panel. However when they're collapsed it's a much shorter list and suddenly the trashcan button is super far away from where I'm working in the layers. It would be nice if the panel automatically resized to keep the toolbar near the list, or otherwise have the toolbar cling to the bottom of the layers list so it's easily accessible when working in that panel.
