Tools panel always in 2 colmun mode
Whenever I start Illustrator the Tools Panel is always in 2 columns mode, regardless of how it was when I last closed the application. I much prefer the 1 column mode so I have to change it every time.
Strangely this bug no longer happens if the "Show the Start Workspace when no documents are open" is enabled. Trouble is, I want it disabled that since makes Illustrator start faster.

After launching Illustrator the tools panel is always displayed as 2 columns (AIL1.png) although I saved my workspace with 1 column display (AIL2.png). Tried to resave my workspace or create a new one, but the issue remains. When I reset my workspace tools panels switches back to 1 column, but only until the next launch of Illustrator. It's not severe bug, but a bit annoying to reset the workspace on every launch of the program, because a workspace actually is dedicated to help avoid setting the workspace again and again, shouldnt' it?

It's OK on Mac (OSX 10.13.6, Illustrator 22.1).

This bug remains even on Illustrator 2018, for both the new Advanced and Basic toolbars, and even if you use a custom toolbar. Anyone looking into it?
