Bug: Object Coordinates Not Aligning with Page
When trying to align two groups of objects, the coordinates in relation to the actual position on the page do not match the coordinates in the Y axis value box. (see attached images)
The top edge of the object is -108", the middle is 5.5" (actual is ~3.5") and the bottom edge is 119" on an 8.5x11" layout.
Details:
* It happens when the group of objects on the layer is selected
* Objects did not indicate any parts outside of it's rectangle selection area that would throw off the measurements (triple checked)
* A stripped down file where the same errors occur is attached.
Illustrator Version: 22.0.1 64-bit Windows 10

Resetting my Illustrator Preferences did the trick for me!

OR
To restore preferences quickly using a keyboard shortcut:
Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (macOS) as you start Illustrator. The new preferences files are created the next time you start Illustrator.I hope this works for you, too!

I have this same problems they com on and off... I can’t trust this feature ...I used to align by numbers ...because align doesn’t work.

After days, I finally figured it out. I have screenshots but there is not an option to upload here without creating a new ticket.
There is a UI issue where if guides get grouped with objects then hidden, there is no indication that guides are grouped with objects. Also, if a guide is selected with an object (either grouped or ungrouped) it becomes invisible.
