Smart Guide not working properly

Smart Guide not working properly. Every time AI start up, I have to uncheck the Smart Guide and check again to make it work. Its definitely

    I've tried ALL the "correct" answers to "Smart Guide not working" and mine STILL DOESN'T WORK. I can make anchor points snap, but not segment to segment. Very frustrating.
