23.0.1 Windows 10: Marquee selecting inside rectangle with no fill selects that rectangle. Clicking inside a rectangle with no fill behaves as expected, it will only select the rectangle if it has fill

Just stumbled on it, 2 years after, but I want to report still: in 24.1.3 — can't reproduce.
I do get it selected if the center gets inside of the marquee, but it's irrelevant here.
But I'm sure I had it too once or twice back then. -

This only applies if objects are marquee selected inside the outline-only rectangle. If it's just the marquee-select tool dragging but not selecting any objects the rectangle is not selected, as expected.
