Twist effect does not act on a group as a whole
When applying Effects > Distort and Transform > Twist to a group, the effect is applied on an individual object level and not on the group as a whole.

Yeah, for some reason the effect is put above the Contents in the Appearance panel. When placed below, it works as expected.
