Selection Tool Bounding Box transform is broken with circles and rectangles
The most often used transform option - the bounding box of the selection tool - is broken with these shapes.
If the shape has stroke, the bounding box will include the stroke.
And when I move the transform corner (no matter how tiny amount) the real vector outline jumps to bounding box around it to the stroke's visible edge - thus creating a completely unintentional transform. For example an upscale while I'm actually scaling down.
( The free transform tool works perfectly with these shapes too.)

Yes, I can confirm that, and I attach some files from the user who also discovered this.
The pale circles is the second fill below with the Offset Path effect applied to it (see the .ai attached).
So when Preview Bounds is on, the bounding box jumps abruptly.
It should be re-worked so that the overall size followed the cursor position, even if the 'speed' of the scaling differs in different cursor’s position. No jumps! -

I have also had this problem here is a video of it. Notice it only happens with circles and rectangles. The line doesn't have this problem.
