Moving artboard with locked layers prompt warning
In 24.1, every time I move the artboard with my layers locked, I get the warning: "Any hidden or locked objects in the artboard will not be moved." EVERY TIME!
There is no "Don't show me this again" option and I am constantly adjusting artboards to fit customer's artwork.

Steps: Preferences > Selection and Anchor display.. > [check on -- Move Locked and Hidden Artwork with the Artboard]
And it should work just fine!

Ok... so how I can find this "hidden or locked" element? I have thousands of objects... can't waste my time looking one by one between layers... nor run scripts.

I'd like to add my howl to the chorus of "that's so annoying!" Since when does a repetitive and pointless alert NOT have the ability to "Not show again"? This seems like a major oversight on Adobe's part.

Also getting the same problem in Version 24.1
Seems to be a bug, but I found a workaround.
I made all my layers visible, and that notification turned off.
Move your artboard, then hide the layers you want after.
Any layer that is "hidden" that overlaps with the artboard you'd like to move, makes that window pop up.
Super annoying.
