Default save location for "SAVE FOR WEB" in Illustrator 2020 (24.2)

In version 24.2 of Illustrator the behavior of the SAVE FOR WEB (LEGACY) function has change. In version 24.1 and older, the default saving location vas the last saved location used, in version 24.2 it is the location where the Illustrator (.ai) file is located which is by default. I was wondering if this is a bug or voluntary choice because it affects my work flow considerably even if it may seem like a small detail. I understand the value of saving by default where the Illustrator (.ai) file is located, but I would like to choose the method I prefer. For the moment I have regresed to version 24.1.

It appears that by removing functionality from "Save for Web," Adobe is trying to force folks to use their "Export for Screens" command, even though the feature is poorly designed. I often need to scale a raster image to an exact pixel width or height, yet "Screens" doesn't allow this without mental gymnastics and extra clicks. Perhaps the feature would be better named "Export for Screams!"
That said "Screens" has some useful features. Perhaps if they could combine the features of "Screens" with the usability of "Save for Web," they'd get everyone on board. -
