Hm. To be able to use Shape Builder tool you have to have some intersecting shapes already drawn on the canvas. The tool allows to join them together or subtract one from another, or intersect. It’s a modifying tool, you can’t create new shapes from nothing with it, only based on existing art.
Try to watch some videos about using it.
