Create New Sublayer button
I have a group that I want to make a sublayer instead.
I click it in the Layers panel and try to click Create New Sublayer button.
It’s grayed out.
OK, think I, I must target it then, right? I do it.
The button is still grayed out.
I select other objects, in Layers or on canvas.
Still grayed out.
Then I click a layer name.
Surprise! Now and ONLY now the button is active... what?
What else can I mean when having selected anything else inside of a layer?
Fine, I target my group, select a layer without targeting it and hit a button.
Illustrator create a sublayer at the topmost position, ignoring my selection.
So I have to move my group inside manually.
And then I also have to reposition that new sublayer to a position where I wanted it to be because order matters.
Yep, I could have moved the sublayer to the group instead...
Wait, stop. Why I think about working around again?
Why it is always a case in Ai — to workaround?
Why Ai don’t realize that I want to make a sublayer from a selected thing?
Please fix it.

The Create Sublayer button is disabled when anything but NOT the layer itself is selected.

I see no reason to have it disabled, since Ai know I am in the Layer 1 (and there is even no other layers at all!)
...and as a feature request (but this would require more thinking, to avoid breaking behaviors) — if I have a highlighted group already — why not to put it in the created sublayer, when this button is clicked?
