PNGs exporting without transparency
Exported PNGs do not have transparent backgrounds

Ted, judging by the file’s name, you were using Export for Screens to produce it?
Can you share the settings you have? Take a look at this screenshot.
You have to click that gear icon near the cursor (Advanced settings for exported file formats) and check if you Background Color value is transparent and not white.
