Dimension tool not allowing scale change from drop down menu intermittently. Sometimes clicking Save doesn't do anything

Scale dropdown opens, select new scale, hit save and nothing happens locked out until you hit cance. New scale is not saved and close down and reboot Illustrator to allow scale tool to work again and select new scale.

Does the Scale dropdown open at least?
What do you expect to get when you click Save? Currently this dialog saves the changes for all NEW dimensions, but does not CHANGE the selected ones.
