My only guess would be the account you are using is getting automatically recognized as registered in one of countries Adobe doesn’t provide certain services to. Generative features in Ai are technically related to the Firefly family, and this article applies to them: https://helpx.adobe.com/ro/firefly/get-set-up/learn-the-basics/adobe-firefly-faq.html
