As stated in an update at forums, there is a solution.
A backend fix has been applied. Please restart Illustrator to see if the issue is resolved.
If it persists, follow these steps:
1. Close all Adobe apps, including the Creative Cloud desktop app.
2. Navigate to the following folder location:
Mac: ~/Library/Caches/Adobe/CCX Welcome folder
Windows: %userprofile%\AppData\Roaming\Adobe\CCX Welcome\
3. Locate the folder named CCX Welcome and rename it to CCX Welcome.old.
4. Relaunch the Creative Cloud desktop app, then reopen Illustrator.
Leave a comment if this resolves the issue or not.

Overprint Preview does not show the difference between normal and rich black, even when in Preferences they are set to Display All Blacks Accurately.

This functionality is available in our latest release build – 29.0.1 .
Now you can scale you artwork with artboards using Artboard tool , Artboard Dimensions and Preset.
What's New in the release - https://helpx.adobe.com/in/illustrator/using/whats-new.html
Thank you for all the feedback.

Agree, to avoid confusion, this should not be the default.

It is not suddenly scaled, you need to activate it to do that. It is an option just like Scale Strokes and Effects, which is also not suddenly. It may be useful to have the option also in the Artboard Options.

This can help fix the fractional pixel values that cause additional pixels during export as image.

RGB Preview is not the same as Overprint Preview for Book (Lab) spot colors.
They may look more vivid, but not as vivid as in Overprint Preview mode. It depends on The document color profile how close RGB mode can simulate the Overprint Preview, wider gamuts come closer than sRGB. Besides the color preview accuracy, Overprint is not supported when exporting to an image format. There should be an option (like when printing to a color printer) to Simulate Overprint during export.
