The latest Beta 28.8.0.37 now has this function back.
You can enable the mode using a button in Control Panel or in Properties, with the Artboard tool picked.
The option automatically enables Scale Strokes & Effects option temporarily.
As always, you can hold Shift to resize proportionally.
Please test it and comment back!

We have improved the working experience of Free Distort tool. Now the bounding box will not reset! This functionality now is available in our latest release build – 24.1.1 for Win and 24.1 for Mac which is available worldwide now.

An error occurred while saving the comment Anonymous commentedWe've got lots of libraries, some of which have thousands of items. Our system is to use one library as a default dumping ground, which we then go through, naming each item with a naming convention and then transferring to whichever library it belongs in. To find stuff, we just search, and it works well like that.
What's more annoying is that there's convenient way to get these files into and out of the cloud en mass, since CC libraries are kept separate from CC files. Also, it would be a lot better if you tag or key-word items rather than just given them really long names to search by, because if they DID let you sync CC files and CC libraries together, you'd then have a mass of files with ridiculously long names...
So yeah, there's definitely room for improvement. I hope they do something because it could be so useful if they decide to implement it properly...

Yes. It would also save time and hassle if;
- when dragging from the library panel to the art board, the item(s) would appear instantly upon releasing the mouse (as in v.2017) rather then requiring an extra click.
- the item from the library didn't have an extra unneeded group around it (as in v.2017).
