The fix is pushed into Global Availability build 28.6.
If it misbehaves still — please comment back.
An error occurred while saving the comment An error occurred while saving the comment Amanda commentedJim Ward unfortunately several of us have found that Tool Tips does not make a difference. I have never had it enabled and even enabled/disabled it to be certain. Some people have had moderate success with unchecking "Enable Content Aware Defaults," but that does not permanently work, either. It eventually comes back and interrupts the workflow.
I was having this issue constantly in November 2023. It seemed to mostly resolve but is happening again in January 2024, though less frequent. Preference resetting or changing preference options has not helped.

An error occurred while saving the comment Amanda commentedThanks for the reply Egor. I've personally never seen this behavior in Illustrator before, so I'm guessing something for the 2024 app was done differently with processes/operations it, as you mentioned. I hope a solution or fix is found, as it's rather difficult to customize kerning with the text moving around.

Adobe. Make It an Experience. An error occurred while saving the comment Amanda commentedHappening October 2023 for Illustrator 28.0 on Windows 10, so this is not Mac-exclusive. It does seem to be related to what drives items are saved on - my files are in a network drive shared by other team members but have not been opened/edited/looked at by anyone else. It will usually give me this prompt only if I'm saving a file I've already had open/saved a couple times already.

An error occurred while saving the comment Amanda commentedDoes it export correctly if you convert all text into outlines/objects, then export? This might narrow down if your issue is with the font corrupting and causing issues for everything below it, or if the issue is in the document or program itself.

An error occurred while saving the comment Amanda commentedThis is still an issue in 2023. Please fix this. The solutions to update or remove the offending image are not a true solution. Sometimes a link is broken because the file was intentionally removed or deleted, but it's useful to keep the broken link image on long enough to add a replacement image and size/position correctly. However, this glitch causes this popup to appear if I try to drag any new image files onto the project and cancels the placement.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.
You can update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html
Thank you for all the feedback. Keep it coming!
An error occurred while saving the comment Amanda commentedCarl - that post does not seem to be the same issue. That deals with bezier handles while using items like the pen tool, whereas those of us experiencing issues on here are discussing the rotation/scaling options under the Selection tool.
I'm wondering if a new thread needs to be made, though. This one is marked as completed in 2019, even though it clearly is not fixed, as people are still experiencing this issue now (in 2021).

Can you please verify this problem does not occur anymore in the latest Illustrator builds?

Seems strange that Uservoice merged two issues into one for this. They are not the same thing. This bug report was to fix the Generative AI popup disrupting the ability to open files or work with menus. It looks like Uservoice merged in the bug report about the Generative AI popup coming up repeatedly despite being dismissed or even selected and worked with using the prompts on it. It consistently returns despite any preference settings or attempted workarounds, at least on Windows 11.
