Partial Solution: I was having the same issue but with the font menu specifically. If you don't need the font previews in the menu, do the following:
Edit (menu on top) -> Preferences (last item on dropdown) -> Type... (3rd from top)
I then deselected the "Enable in-menu font previews" option and the issue corrected itself.
Hopefully this will offer some insight to the Adobe team in correcting or offering a control for this issue. I suspect the reasoning is there's a minimum size for the preview fonts and as a result that menu scales to the largest minimum displayed. I'm not a programmer so I have no idea how to fix it on the back end but I've seen similar issues in HTML where the size of a box exceeds my defined maximum because an image or an item inside the box has a minimum size that exceeds my defined maximum.

My laptop and monitor have the same resolution. Both are set at 3840 x 2160. I use my laptop as one monitor display and the external monitor as the other. My laptop displays the drop down perfectly, but when I move it to my external monitor, the drop down becomes very large. There doesn't seem to be any settings within Illustrator that will allow me to change this. (I have tried various other screen resolutions, but none of them make the text match. It's either WAY too big or WAY too small).
I do not have this issue with Photoshop or InDesign, only Illustrator.
It's normally just a nuisance, but when I am changing typefaces, the drop down doesn't even display every option. I know there are more to show because my arrow keys will toggle through the rest that I cannot see.
Is there anything which might fix this issue with Illustrator any time soon?
