Kerning one pair effects the spacing of other random pairs.
I'm having an issue when I go to kern a letter pair, the kerning effects the spacing between other pairs.
I believe this similar bug was reported for CS5 but I am using CC 2018 22.0.1

I have tried:
- Clearing all Illustrator settings at startup.
- Making sure text is not centered or justified
- Using default font Myriad Pro with default settings.
- Selecting all letters and zeroing out the kerning.
- Turning off standard ligatures in Open Type
Still this issue persists.

It's not a bug, it's about hinting.
When you change kerning it forces other letters to nudge a bit. And because AI (as any other tool) already nudges all letters on screen before drawing them to make outlines look clear on screen grid, this results visual nudge of those letters who happen to fall on other side of their previous position.
Try to apply Outline Effect to this text and then kern. This will negate hinting.

It's about hinting.

This will negate hinting (but also will stop you for effective scrolling through different fonts because of AICC2018 recent bug). -

The issue does not actually effect the numerical values for the kerning of the other pairs, however, visually the spacing between them changes.
