Paste on All Artboards Not Working
I have a design on a single artboard. I want to paste it to other artboards to prepare my color separations for screen printing. When I cut the design and select Paste on All Artboards, it pastes the design the correct amount of times...but NOT on the artboards. It pastes them out in the gray area. I have tried different artboard arrangements, and having different artboards active at the time of paste, but the designs still end up not on the artboards.
It is not clear to me if artboards are of same size or different sizes. When we paste an art we take into account artwork’s relative position from the artwork where it was coped from. I have attached a gif to demonstrate my point. if you look at the second circle it is placed outside of other artboards due to relative position in its original artboard.

Ok figured it out you need to set the ruler to the corner of the artwork you want to copy. Then paste to all artboards should work.

Still not working, I've moved the artboards to every position but it still insists on pasting in the grey section with no artboards..

Artboards are not working as intended and the feature needs overhauling. They are such a supremely useful function when they are working correctly - which they hardly ever are, which means I don't want to use them anymore.
I've selected the relevant artboard, and ensuring nothing is locked drag copied the contents, then selected my target artboard and pasted in place. The artwork appears but it isn't on the target artboard. If i delete the target artboard, the artwork remains in the pasteboard.
In addition, it would be supremely useful if all layers relating to each artboard were grouped in the same place, perhaps the artboard function could be added to the layers panel for more convenient ease of use.
Artboards are a great feature, but the way they function at present means that i now avoid using them and create different versions of the same artwork by using layers and making the relevant layer I'm working on visible and unlocked. A real shame.

I've had this same problem since updating to Adobe Illustrator CC 2020. I dragged/copied my initial artboard making six copies. For one thing, the artwork did not copy with the artboard (which normally it does, and yes, it was unlocked). When I pasted to all artboards the artwork pasted 6 times, perfectly spaced, just not onto the artboards, it pasted onto the pasteboard. Paste in Place is not working all the time either (sometimes it does and sometimes it doesn't—in the same document!). I know to click select the artboard I wish to paste to. The software is crashing on me as well. I uninstalled and re-installed to no benefit.
I'm using a MacBook Pro (13-inch, 2017) running macOS Mojave 10.14.6 (18G1012)
