Transform tool not scaling proportionately.
Version CC 23
OSX High Sierra 10.13.6
When entering values into the transform palette to scale a group containing objects with a guassian blur or feather effect, the result is not proportional as intended. The group gets squashed a bit. When the objects with the effects are removed the group will scale proportionately.

I have the same problem, not only for groups with Gaussian blur or feather effects, but basically for also for any and all shapes that have a stroke.
