Undo affects loaded actions, Redo makes them loose their shortcuts
It is telling when "Actions" is not even included in the "category" menu.
Load a saved Action set that includes Actions with keyboard shortcuts
Perform an "Undo" in AI
The Actions you just installed will be deleted
Perform a "Redo"
The Actions will reappear but without keyboard shortcuts.
First: "Undo" should NOT affect the Actions.
Second: What is the deal with the lost Shortcuts??????
I am looking for a compelling reason to "upgrade" Illustrator. I am told this bug still exists in CC 2019!

Yes! Loading an action set does not get recorded as a step within History panel, but appears as one in Edit as 'Undo Action Panel'.
So it gets undone with Cmd/Ctrl+Z.Assigned shortcuts indeed get ripped of their actions when Redo is called after this.
In a rare case one loads action in the middle at the work, this indeed prevents going to earlier steps of editing the document...
And while one can argue that 'actions are considered to be presets, and they should be treated as other presets as brushes, swatches, styles, etc.' — actions are document-independent! Once loaded, the stay persistent for all documents and should be immune to document-level history scope!
