Image embed option in SVG options does not work
Environment:
OS: Windows 10 Home
Illustrator Version 23.0.3 (64 bit)
Recreating the bug:
1. Create some Illustrator artwork with a linked image (.jpg, .png, etc).
2. Export an SVG through File > Export > Export As...
3. Select the Image > Embed option.
The resulting SVG does not contain the image. This was an issue introduced with Illustrator 2019, the 2018 version worked fine. Right now I'm embedding the image into the AI file itself as a workaround and then exporting it using the same method since that embeds the image into the SVG, but it would be nice if I could keep the AI file lightweight by linking the image.

I have the same issue. I'm populating the company library where I'm working, and we want to share SVG assets with images. Still, I noticed that the images, even done after the embedding process, appeared with the icon Image not found.
Then, I realized that the embedding feature has this bug.

In the Save As -> SVG menu, there’s now an option to Embed images.

Just came a-cropper of this bug myself.
PNG linked in SVG. Links → Embed. Save. Close. Reopen. Image is still linked.
