illustrator very slow to export to PDF (all versions including latest)
I recently built a new computer as my laptop was taking too long to make PDFs, the new computer should be 2-4 times quicker but actually takes longer to make the PDF from exactly the same file.
The old computer is a 2017 MacBook Pro:
Mojave 10.14.6
i7 2.8ghz 4 core
16gb 2133mhz LPDDR3 Ram
Radeon Pro 560 4GB GDDR5 GPU
512GB SSD
New computer is a Windows 10 Pro (fully updated)
Ryzen 9 3950x 16 core 3.5Ghz
64gb 3200Mhz DDR4 Ram
Nvidia 2080 Super 8gb GDDR6 GPU
2tb M.2 gen4 drive
The same file will pdf on the Mac in 1min 12 second. and 1 min 42 seconds on the PC. while writing the pdf on the PC, illustrator becomes 'not responding' and only un freezes once the pdf is written, in that time none of the resources are being used more than 10% so there is plenty of capacity for illustrator to be faster.
The system is fully up to date and has been tested to ensure all hardware is functioning as it should, in benchmark tests the PC is 2-4 times quicker than the mac.
I've spoken with Adobe help who have taken remote control of the PC on 3 occasions, they have tried everything but not made any difference. the last representative could only suggest that there was an efficiency problem with some of my hardware not working correctly with Illustrator, but could not say what. It has been tested on all versions of illustrator back to 2019.
My GPU is on the list of recognised and supported devices, all drivers have been optimised for workstation/adobe use. but if there are issues that relate to hardware Adobe need to publish it so people can ensure their hardware will actually work. because currently i have a £3000 paperweight. This is a workstation computer which i earn a living from.
All other non Adobe programs and games function as they should with no lag or delay, the issue is most defiantly software related and none of your representatives have been able to help. sort it out!

after further investigations, when i save the pdf and Illustrator freezes and becomes 'not resonding' the task manager and resource monitor revealed that 'CEPHtmlEngine.exe' within Illustrator is to blame.
I can see this is an issue that has been reported in the past as causing CPU overload, however as you can see from the attached my CPU is at 13% usage and none of the cores are being maxed out. Following from the conversations with the 3 Adobe help staff i was lead to believe my hardware was either at fault or not compatible, but clearly there is an issue with the programming in Illustrator itself, i tested an older PC which is having the same issue and does not have any of the same components.
