My UI is bugged and i cant open any files

Something is definitely wrong...
You can try to reset preferences (https://astutegraphics.com/support/tutorials-and-troubleshooting/resetting-illustrator-preferences) or try the new Beta and see if it is fixed in the newer version )nut this requires installing it)
But for now you can try also to just disable the Home Screen in Preferences > General. -

Why my AI show the home screen like this? How to repair it?

Carlos, what version is this? Does it happen always, when you launch AI? When did it start happen?
As a workaround I can offer go to Preferences (Ctrl+K) and switch Start screen off — Genera l > Sheow The Home Screen When No Documents Are Open.I don't use it myself, because it is slow, blurred and laggy.

The main menu in Adobe Illustrator 2021 has been broken help us fix the home menu at launch start-up system and get to work on killing all computer bugs in this desktop system Windows 10 Good luck!
