Artifacts when working with "pixel preview" and Cmd+0

When i working with Pixel preview and zoom in/zoom out (all ways: Opt+mouse wheel, Cmd++/Cmd+- and Cmd+0) artboard - it displayed incorrectly.
Switching Pixel preview of and on displays graphics correctly.
If i disable "Display print size at 100% zoom" it works correctly with Opt+mouse wheel and Cmd++/Cmd+-, but Cmd+0 still works with artifacts.
If i enable "Display print size at 100% zoom" again it still working correctly only with Opt+mouse wheel and Cmd++/Cmd+-.
(Turning off GPU don't help with this problem)
I test this bug on my friend's MacBook with same result.

Using Cmd/Ctrl-1 to set "actual size" seems to be off by half a pixel. If in pixel preview, everything is blurry and requires zooming in and out to get the screen aligned to the pixel.
This used to work fine before CC2019, but ever since then "actual size" was has always been slightly off, and is especially apparent with pixel-aligned artwork and artboard edges.
