Cmd/Ctrl + Enter does not work in Properties to constrain a value temporarily
I want to say first of all. Maybe most people don't know this. For example, the Transform Palette has a great feature while holding down the Ctrl key. At least for me.
With Ctrl+Enter in the Transform Palette, I can scale proportionally enlarge/reduce regardless of whether the Constrain Width and Height Proportions button is selected or not.
This feature (Ctrl+Enter) Properties Panel Does Not Work. When will you make this palette that you are so proud of more useful? For example, I want to add the Layer Palette custom. etc.
The same feature that worked in the old versions of the Transform palette was broken after the new versions of which I forgot the number. The problem is; With CapsLock turned on, I am unable to proportionally enlarge/reduce regardless of whether Constrain Width and Height Proportions is selected or deselected. If CapsLock is turned off, it's fine. I'm doing proportional magnification and reduction with Ctrl+Enter.
But sometimes I forget and when I see that you did it wrong, it turns out that CapsLock was turned on.
What problem does the CapsLock key have with the Transform Palette?
If anyone wants a video for those who don't understand, I'll do it without hesitation.

In the Transform panel entering only a width or a height then pressing Command Enter (on a Macintosh) will enter the new value (either width or height) and scale the selection proportionally. For example, take an object that is 1 cm wide and 3 cm tall. Type 2 cm in the width field, press Command Enter, and you will find the object scaled to 2 cm wide and 6 cm tall.
Do this in the Properties panel and nothing happens. Command Enter is ignored and the new measurement is not applied (because you didn’t press Enter as far as the application is concerned).

Resizing artwork using PROPERTIES does not do it unless you hit tab or click on page. It acts fine resizing art from TRANSFORM dialog box. Please adjust PROPERTIES to work like TRANSFORM. Thanks. I'm using change width holding Command and hitting enter.

1. illustrator CC 2018 (22.0.1)
2. unlock maintain button in the properties panel, change high or Wight. they will still keep constraining the value -

According to the Illustrator User Manual, and in previous versions, with respect to Reshaping Objects (https://helpx.adobe.com/illustrator/using/scaling-shearing-distorting-objects.html):
"You can also maintain proportions by entering a value in the W or H box, and then pressing Ctrl (Windows) or Command (Mac OS) while you press Enter."
This no longer works and is rather annoying. Thank you.
